Doing Business with CDVA
The California Department of Veterans Affairs enthusiastically supports the Small Business and Disabled
Veteran Business Enterprise (DVBE) programs. We are dedicated to meeting or exceeding the mandated goals
of 25% Small Business and 3% DVBE contract participation.
We are actively seeking Small Business and DVBE owners to provide goods and services for our programs.
The Department wishes to increase communication with the Small Business and DVBE communities, forming
partnerships that will achieve success with both programs. For information about the Small Business and

- Independently owned and operated?
- Not dominant in its field of operation?
- Have its principal office located in California?
- Owners domiciled in California?
- Together with its affiliates, be either:
- Have 100 or fewer employees, and an average annual gross receipts of $12 million or less over the previous three tax years, or
- A manufacturer with 100 or fewer employees?
Please take 30 minutes to certify as a small business, then let us know when you are certified to
